1. Introduction
Welcome to Billspike, a bill payment and value-added service platform operated by Pamtech Technologies Ltd. (“we,” “our,” or “us”). These Terms and Conditions (“Terms”) govern your access and use of the Billspike App, website, and all related services (collectively, the “Service”).
By downloading, accessing, or using Billspike, you agree to be bound by these Terms.
If you do not agree, please discontinue using the Service immediately.
2. Definitions
- User / You: Any individual or entity using the Billspike App or services.
- Service: All functionalities offered by Billspike including airtime, data, electricity, cable, and utility payments.
- Account: A personal or business profile created on Billspike for performing transactions.
- Wallet: Your in-app stored value account used to fund and complete payments.
- Third-Party Providers: External companies or partners integrated into Billspike (e.g., Paystack, Flutterwave, utility companies).
3. Eligibility
To use Billspike:
- You must be at least 18 years old and capable of entering into a binding contract.
- You must provide accurate, current, and complete information during registration.
- You agree to maintain only one active account in your name.
We reserve the right to suspend or terminate accounts found in violation of these requirements.
4. Account Registration and Security
When you create a Billspike account:
- You agree to provide valid personal details such as your full name, email, and phone number.
- You are responsible for maintaining confidentiality of your login credentials.
- All activities conducted under your account are deemed to be yours.
- You must notify us immediately of any unauthorized access or security breach.
Billspike is not liable for losses due to your failure to protect your account information.
5. Services Provided
Billspike enables you to:
- Purchase airtime, data, and cable subscriptions.
- Pay electricity, water, and internet bills.
- Fund and withdraw from your digital wallet.
- Track payment history and receipts.
We may introduce new services or modify existing ones without prior notice, provided such changes do not violate user rights or regulatory standards.
6. Wallet and Payment Terms
A. Wallet Funding
You can fund your wallet via:
- Bank transfer, card payment, or other approved channels.
- Funds credited are available for transactions immediately upon confirmation.
B. Withdrawals and Refunds
- Wallet withdrawals are subject to verification and processing times.
- Refunds are only applicable where a transaction fails and funds were deducted.
- Refunds are credited back to your Billspike wallet or original payment source within 24–72 hours depending on partner policies.
C. Transaction Verification
All transactions are verified with third-party service providers before confirmation.
Billspike is not liable for service delays caused by network or third-party failures.
7. Fees and Charges
Certain transactions may attract processing fees, service charges, or taxes.
Fees will always be displayed before you confirm a transaction.
By proceeding, you consent to such charges.
We reserve the right to adjust fees from time to time with prior notice to users through in-app announcements or email.
8. User Obligations
You agree to:
- Use the Service only for lawful purposes.
- Provide accurate and updated information at all times.
- Not attempt to hack, reverse engineer, or exploit any aspect of Billspike.
- Not use Billspike to facilitate fraudulent or criminal activities.
Violation of these obligations may result in immediate account suspension and reporting to appropriate authorities.
9. Third-Party Services
Billspike integrates with licensed third-party providers such as banks, fintech companies, and utility platforms.
By using our Service, you consent to data sharing with such partners solely for transaction processing.
We do not control the operations of these third-party entities and are not liable for their errors, downtimes, or pricing structures.
10. Service Availability and Limitation of Liability
While we strive to maintain 24/7 availability, we do not guarantee uninterrupted access.
Service interruptions may occur due to maintenance, upgrades, or third-party issues.
Under no circumstances shall Billspike, Pamtech Technologies Ltd., or its affiliates be liable for:
- Indirect, incidental, or consequential damages.
- Losses arising from service downtime or transaction failure due to factors beyond our control.
- Unauthorized access to your account caused by negligence or external attacks.
11. Intellectual Property
All content, designs, logos, and software within Billspike are the exclusive property of Pamtech Technologies Ltd.
Users are granted a limited, non-transferable license to use the app solely for personal or business transactions.
Unauthorized use or reproduction is prohibited.
12. Data Protection and Privacy
Your personal data is collected and processed in line with our Privacy Policy, which complies with the Nigeria Data Protection Regulation (NDPR).
By using Billspike, you consent to our collection and processing of your information as described in the Privacy Policy.

13. Termination of Use
We may suspend or permanently deactivate your account if:
- You breach these Terms.

Upon termination, outstanding transactions will be completed or refunded in line with our refund policy.
14. Indemnity
You agree to indemnify and hold harmless Pamtech Technologies Ltd., its officers, affiliates, and employees from any claim, loss, or damages arising from:
- Your violation of these Terms.
- Your misuse of the Billspike Service.
- Any third-party claim linked to your account activity.
15. Changes to Terms
We may review and update these Terms periodically.
Any material change will be communicated through email or in-app notification.
Continued use of Billspike after such updates constitutes acceptance of the new Terms.
16. Governing Law and Dispute Resolution
These Terms are governed by the laws of the Federal Republic of Nigeria.
In the event of a dispute:
- Parties shall first attempt amicable resolution within 14 days.
- If unresolved, disputes shall be referred to arbitration in Port Harcourt, Rivers State, in accordance with the Arbitration and Conciliation Act.
- The decision of the arbitrator shall be final and binding.
